Manoj Kumar Lall
Indian Police Service (Retd.)
Manoj Kumar Lall is a retired IPS officer of the 1988 RR (AGMUT) cadre. He has held key leadership positions in policing, including with the Delhi Police, and served for about two decades in senior roles in the Intelligence Bureau, where he dealt with critical internal security challenges. His service has been recognized with the United Nations Peacekeeping Medal (1999–2000), the Indian Police Medal for Meritorious Service (2007), and the President’s Medal for Distinguished Service (2013).
A Hubert H. Humphrey Fellow (2004–05), Mr. Lall studied public policy analysis at the Humphrey School of Public Affairs, University of Minnesota, USA. He is also a Rajya Sabha Research Fellow (2023–24), having authored a report titled Collective Violence in Contemporary India: Nature, Causes, and Extent, which includes an examination of terrorism in Jammu and Kashmir.
He remains actively engaged in policy analysis related to national security and South Asian geopolitics.
