PK Saxena

Shri PK Saxena is a Central Water Engineering Services Officer of the 1986 Batch.

For more than 20 years, he was involved in the planning and design of water resources projects in the Hydropower sector. He had authored about 21 technical papers.

Shri Saxena was first associated with Indus Waters Treaty matters in 2005 during Secretary level talks with Pakistan on the Tulbul Navigation project. In the next seventeen years, he continued to be associated with the Indus Waters Treaty matters in different positions. He was a core member of the team that represented India in the Kishenganga Arbitral matter in the Court of Arbitration during 2010-2013. He served as Indian Commissioner for Indus Waters for more than six years between 2016-2022 representing the country in a number of bilateral meetings with Pakistan and with the World Bank.

He has also been involved in the water-related issues between partner states of the Indus basin i.e. Punjab, Haryana and Rajasthan, and played a key role in the Shahpur Kandi Agreement of 2018 between Punjab and J&K. He represented the Government of India in the Board of Bhakra Beas Management Board as well as the Indira Gandhi Nehar Board.

Presently, Shri Saxena is Adviser in Ken Betwa Link Project Authority, Bhopal under the Ministry of Jal Shakti.
